This has Japanese and Cyrillic and I don't know it's identity/issuing authority/proper description.

Are you sure it is japanese and not chinese? i am sort of thinking Nepal. But it is a stab in the dark

The Chrysanthemum motif at the top is more typically Japanese (above the birds).
I've googled till I'm blue in the face! I had 4 other bank notes to identify and managed those.
Not Nepal - they have another script.

Yes the central writing is Japanese - and the Russian word японское means Japanese.
Looks like a Japanese occupation of Russia note ?
