Are listing fees subtracted when the product sells?

So I made a few listings, and under section four there's the option to have the thumbnail in the preview for five cents. Is that automatically taken out when the product sells? Because I checked my paypal account and bank account and they are unaffected.

At the beginning of the month you will receive an invoice for the previous months charges from ebid.

The fee for a Platinum listing is charged at the time of listing and again on any repost (manual or auto). It should show on your Fees & Invoices page (http://uk.ebid.net/perl/account.cgi?mo=account-balance).

Fees will not be debited until after you are invoiced at the end of the month and then only if they exceed a minimum amount - I think it's 0.40 GBP. If less they are carried over to the next month.
