Possibly. I'll probably have to take it in to a musical instrument store to have it checked out. Might be a model number. I'm thinking 3 digits is a bit short for a serial number.

How many keys actually are there? If you divide 309 by the
number of keys does it give you a whole number?
If not, then I think it is the model number.
edit: found this so think yours must have 37 keys and the
309 is probably a model number.... Do let us know when you
have got it figured out!

309 is the model number, it must be a very old accordion, I've never seen one or heard of one, but most accordion makers use similar model numbers, I'm not sure if there's any scientific way of coming up with the model number, it's much the same as Peugeot cars models
