It really doesn't matter.
The idea of putting the milk in first I believe comes from when fine porcelain tea services were the norm. The thermal shock of hot water could crack the delicate vessel and so the milk was put in first to reduce the thermal shock and prevent breakage of, what was, very expensive wares.
The reason I put it in after is because you can't tell before how much you need to get the drink the colour you like.

Scientists have even joined the debate. The British Royal Society of Chemistry came out with a formula for making the perfect cup of tea. The Royal Society of Chemists advised putting the milk in the cup before the tea. Milk should be added before the tea because degradation of milk proteins occurs when milk is added to very hot water.
But the physicists disagreed with the chemists. The British Institute of Physics say the most important factor is the water temperature and not the milk.

I think there are a lot of myths about the whole tea/milk scenario.
For me it's purely a matter of method... if I'm making it with a teabag in a mug, the milk goes in last because there's something disgusting about putting milk in *with* the teabag! If I'm making it in a pot, the milk goes in the cup first, because then I can keep pouring tea till the cup's full. If I'm topping up from a pot in a café then the milk goes in after I've seen how much tea is left, and how stewed it's become. If I'm making poncey darjeeling I don't take milk. Anybody who has more complicated rules than that probably believes you can foretell the future from a goat's entrails.
