    Looking at that diagram car 1 was at fault as they didn't check to see if it was safe before pulling out, however car 2 could've been at fault too as the driver didn't check to see if it was clear before proceeding forward. However going by the local posters at the bus station drivers should be aware of vehicles behind them and must check before reversing out. So I would say car 1 is the one at fault

    I blame the shrubbery - it quite obviously moved out in front of someone without indicating.

    what were the conditions, low bright winter sun, icey etc?.were all windows on both cars clear and clean?, I would take bets it ended up knock for knock- both considered at fault.

    Car 2 will probably get the blame.

    Even though car 1 should have seen car 2 before reversing out,
    and car 1 should have reversed at an angle ready to move off.

    It seems as though car 1 deliberately moved its self in the way of car 2.

    Car 2 should have been checking all the time it was reversing out.
    Car 2 backed into the side of car 1.

    Car 2 will probably get the blame.

    If both cars were reversing at the time of collision. I would put car 2 at fault. It looks like the point of impact on car 1 was the front nearside door, so therefore car 1 must have reversed out first. Car 2 should have had at least two thirds of car 1 in his/her sights if they were being observant enough. But with the incident happening so quickly, each party put the other at fault. But I would definitely say car 2 was at fault, technically speaking.
