Yes, but if you feel it is unjustified you can appeal to admin and, if they agree, they will remove it.

Well this person never paid for there item and never responsed to the millions of messages and e-mails.

I dont Want to seem like a **** but if they had said to me we do want to buy this item then i would have said thats fine but when they just ignore you its a bit annoying

If a buyer did/does that to me I wouldn't/don't have a second thought about negging them

Yep. If somebody decides they want to back out, and *tells* me, I'm perfectly happy to do the necessary and walk away from the sale (but I'd still like that cancel order facility ) but if they just vanish without a word, they deserve a neg. Otherwise they could be sitting there making fake purchases every day with no comeback.

Happened to me the first time last week. I did all that was expected of me but no communication at all. I left negative F/B so as to warn everyone else as I felt it only fair. I then blackballed buyer as suggested . As far as I am concerned thats the end of the matter. I didn't even feel inclined to request my FVF's back as it was such a small amount. I am happy for the boys to keep it "every penny counts" and they did what they promised to do, it wasn't their fault the sale failed. Not sure I would feel the same way if it happened on a regular basis or for large sales though.
Be honest. If someone was a good buyer you wouldn't hesitate in leaving positive F/B so don't hesitate in warning the rest of us by leaving negative F/B.

I totally agree, if you have given the buyer every chance and they have not replied or messed you about, then a neg is fair.

echoing everyone else, BE HONEST, thats all you need to do

Perfectly ok to do it. You are warning us because we don't want to have a non pay from them either! Follow ebid process to neg them, report them etc..
