Default Fuel prices up - WFP down

As fuel prices rise the OAP Winter Fuel Payment has been cut by 20% this year from £250 to £200

Suppose it makes sense to somebody, it just doesn't make sense to me

Has there always been two tiers? I used to get it on behalf of my sister, and it was 250 each year it was paid to me following our mother's death.

If the two tier system is new, they are probably giving more to the most vulnerable (i.e. the very old) and less to the others. Using the same money, but targeted.
