I'm still paying final value fee for buyers buying multiple items & then getting booted before transaction is complete.

You need to message support with the listing numbers and they wil refund the fees

yep, I did a bit of checking on this after I had a non-paying bidder, who then was booted out by ebid after not verifying.
The long and short of it is, new buyers can join but have to click an email verification link. (as you do signing up with many sites), sadly it looks like these are people who had not.
