The seller does not have to issue you a refund if the product hasn't been returned.
You need to ship it back & I would include tracking on it as paypal will want a tracking number if you have to open a dispute to make sure it has been returned & depending on how much you paid you might even want to add signature confirmation.

Save all your email communications with the seller to also show paypal if needed.

Seller could need time to get money or could be hoping to go beyond the time frame for a dispute, so keep a close eye on that as well.
