eBid did expand on it in the forums, which basically read as (i.e. my translation of what was said):

If the option is set in your My Defaults eBid submits all eligible items to Google Base shortly after they are created, edited, or reposted. eBid also refreshes any items on Google Base that have remained there long enough to reach their expiry date laid down by Google. Items in listings undergoing Auto-Repost are not resubmitted as no details change and, therefore, Google Base does not require updating.

It does just seem to be the word EXEMPT that was needed in the Barcode box.
