Could the free shipping alongside the Collection Only be deleted on collection items?

e.g Collection Only = Free Shipping

I had a buyer expecting a collection only item be posted. The item was of a size not suitable for shipping.
The payment had to be refunded which is both annoying to the new buyer & seller..
