    normally speaking you should be able to paint on top of old paint , rubbing down helps key in the new undercoat, so it could be that, or the old paint was oil based ( the best) the new stuff is water based , for the paint to peel the way it did it sounds like there was grease or oil some were ,

    to do the job again remove the peeling stuff , rub down well and paint with a undercoat and top coat that are suitable in combination, if you can find it oil based is best, most paints have gone water based

    Yes will do i will treat is as if I am doing one of my dolls houses ( with great care) first i will attack it with a scraper first to get the all paint off the flat bit's ( some how I don't think i will need one ) i will leave all the spindles for Mike then I will get my mouse out, I don't think I will be allowed the electric drill

    we used sugar soap to remove red lead on pine furniture after it had beed dipped, its a good degreaser as well

    Hi Sid, must admit I like the old, what i call pongy paint ( loved the smell ), I don't see how it can be oil or grease as it's over three floors, so i am assuming it was oil based paint, i will see what i can find in the business park down the back lane. failing that i will go to the next town as there is a good root around for old stuff shop.

    for the round bits dont bother with paint stripper the active ingredient was removed two years ago by the EU even though it says on the cans " new improved "

    for the round bits wire wool medium/ course should remove the peeling paint and give a good key.

    i did find some oil based under coat and top coat this summer ( last ) i does sound like hes mixed a oil with a water based hence your problem

    were talking about the turnings, not the flat timber thats why you take a length of wire wool between two hands and rub
    it would take two mins per turning rather than half an hour with sand paper

    I used Dulux Once for my stairs so I didn't need an undercoat which makes it very easy but probably a bit too expensive (though you have to take into account that you're not paying for undercoat)

    I see how awkward it is for you, since the man is a friend helping you out and you don't want to offend him. As Sid says, he probably mixed the oil and water based paints together. It will take a lot of work to rectify, but you so long as you've given the area a thorough rub down and a sugar soap, you should be able to decorate again as normal. Good luck with it!
