Offer Sale price to Watchers

I am new to eBid.com I am feeling my way around the site. I loaded a few items and noticed that there a number of watchers.
One question I have is, Can I send the watchers an incentive to buy, like " This item is on sale for you. If you buy now I will give you $2.00 off of the list price,"

There is a different discussion about this and general consensus is we can't see who watches listings?
What does it say for you, how many watchers there are?

We cannot see who is watching and there is no facility to offer a reduced price to watchers.

There is a facility to put items on sale for a limited time. A person can use bulk edit to choose the percentage off. This is for all buyers, not just the watchers.
