Need help on enabling google shopping

Example listing:
ID 208273960 and 208273972.

They share the same pictures but not sure if this actually prevents them from entering GS.

Technically different title.

They are the same samsung brand, and cisco re-labeled; I've tried (samsung), (cisco), (samsung, cisco), and (samsung cisco); none worked.

I've also tried different MPN, as well as the word exempt in the barcode field.

Already upgraded to Gallery listing, Seller+ account, changed from "forever" to 30 day listing with 10x repost.

Not sure what else am missing.
Can someone check and give a hint?
Maybe such item already exists on ebay (even though from different sellers with different title and pictures but perhaps same barcode), so GS just refuse to list the ebid listings?

If a UPC barcode is the only solution, I do actually have some unused codes available that were purchased from speedy barcode years ago.
Haven't tried an UPC barcode yet.
Will list another item that's not currently available on ebay or other marketplace just to rule out some possibilities, phew.
