No option to add Product Variations

I'm trying to create a new product listing, but I don't see an option to add Variations in colour?

I have never seen a variation color option. Just add the color to your listing title.

Yes, there is an option to add colours as a product variation. But on further experimentation, it seems this option only exists for certain categories. I had to choose Health & Beauty > Haircare > Hair Colour (rather than Haircare > Other as I wished) in order to make the colour option appear when creating the listing. I then had to change the category back to Haircare > Other. A bit of a nuisance.

I think this was brought up and that only some categories were given the "variation" option.

It would be nice to have it on more categories, less mess in having to so many of the same listing, but different color or ??
