As to 'why' they do it...that's pretty much self-explanatory. As to 'perhaps it should be a question before you become a seller' ... there's no need to ask someone...it is against TOS plain and simple.

WHERE DO I FIND MY MERCHANT KEY? I sold on ebay for 9 years and never remember having this much trouble starting out ....I need to add google pay to my listings and am almost there but you're requesting my merchant key # and I haven't got a clue as I was not given one.
