Something I asked for a year back and was told would be looked in to is the possibility for sellers of any country to be able to list on front page of any other country or use the happy hour on other countries front pages.
Just look at the French front page there is nothing there !! and ebid are giving away the happy hour offer but it is only accessible to French sellers and there are hardly any of them because of language problems and they should be buying from UK because of the low sterling!

I would definately fill up the french front page so french buyers are redirected to my UK store because 75% of my customers are in France and I would love to put my items on the US front page as there is a huge market there for my items like I am sure many others.
