If I understand the new rules correctly, I have to get permission from Google by filling out an application in order to list my books that don't have an isbn and then I have to have a buy it now option in all the listings. Is this correct?

You can list without the ISBN but google might not pick them up. You can apply for an exemption for a store that has older items or anything that does not have a UPC/ISBN number.
For anything to be picked up by google you need a BIN. You can use auction also if you want.
Thank you. I was understanding it to be that I would be in some violation if I didn't apply for the exemption because it would cause problems uploading. I have a lot to list and Ebay isn't working for me without an isbn so I thought I would try listing them here.
You can apply for the exemption through ebid or google. Just keep on listing and then apply or apply and keep on listing. It took a little while for the exemption to take affect, as near as I remember.
Agree with the above, you need a BIN price for your items to be uploaded to Google shopping and for books a barcode and/or a store/user exemption for vintage items. You can apply for the exemption via Google or e mail support: support@ebid.net and they'll help with the process; they helped me apply for my Google store exemption for which I'm most appreciative.
Oh and welcome to eBid. Will be having a look see at your items, I love older books, especially history books.
Best wishes for many sales to all,
