UPDATE - eBid Stores can be opened by SELLER for a monthly fee

Not really a glitch - more a seeming omission.

I can't find any reference to this facility in the help pages, any indication of cost, or what (if any) features are available beyond the standard Seller features.

Help pages often don't seem to keep up with changes to the site. They should go together.

I have pointed out contradictions between the site and the help in that past, but the help pages seem bottom of the priority list.

Seller+ account holders can have as many stores as they like - if they are willing to pay for any beyond the 5 free ones.

This refers to basic Seller account holders being able to open a store for a monthly fee. How that differs from a monthly Seller+ subscription is a mystery to me though.
