I have seller account paid my fee for free listing etc.
Can I have best offer or nearest offer on my items without breaking any rules???

That's actually in the works and supposed to be live this month. I too used Make Offer option on eBay, so can't wait to see it here.

Yes you can.

eBid are in the process of creating a Best Offer option and should be added sometime this month (so they say).

You can also use your seller notices to create messages that will appear on every one of your listings and will be visible at the top.
