The top pic is the right way up, the bottom pic is upside down. With just two symbols to go on I believe it is Arabic, but it could be Farsi (Iran) or Urdu (Pakistan)
(In the top pic) the part of the image to the right (wavy line) I believe is a stylish letter H and the circular shape with the two dots above indicates a feminine ending. With no punctuation it could say Hat or Hit or Hut.
If it is Arabic then the H may stand for 1946/7

My Arabic is very rusty, so I may be totally wrong.
