They look like "quiver tips", sensitive ends of rods you can use when detecting bites on your bait, they move when the bait is tugged.

I think they are "Quiver tips" as well. I've got a rod myself, that came with these. The "tips" usually are kept inside the cork handle of the rod. Quiver tip rods are often two "big" sections, plus the small "tips". Have you got these as well ? I wondered, looking at the photo, if the tips might have "glow in the dark isotopes" for night fishing, but hard to tell. I have something very similar here.
