The picture is referred to as an AVATAR. Go into USER CP and click on EDIT AVATAR. Follow the on-screen instructions. It would help if you already have a suitable image ready. Check that your image is within the physical size and file size maximums or it won't work. Those details are on the bottom of the EDIT AVATAR page.

Yes, that's it. Add it to your SIGNATURE. USER CP > EDIT SIGNATURE
