Can someone tell me if money in Pppay account Has to be spent Buying items Or is there anyway of transferring to bank account etc.??

Can be transferred to bank account, you may have to go to gold status. If you're in the U.S., the system is currently down.

I`m not in U.S but even being Gold i cant seem to find out how to as when i registered It only asked for credit card details.

You need a debit card, and then you will need to verify that.
