Heard that goverment are trying to put some sort of licence on Computors that receive TV.

Yes i heard that they were going to put a licence on computers aswell as people are starting to watch tv on their computers, anything to get more money out of us
The government want the TV license to include live broadcasts from british broadcasters on the internet and also TV on your mobiles.
It can not and will not cover broadcasts from other countries.
The BBC have stated that people who want to watch live world cup games from their website will need to hold a TV Licence.
