There must be buyers who go straight for the neg, but not happened to me
    in many sales.
    Seems perfectly reasonable to me.

I think feedback is all down to personal preferences. There is no right or wrong way to go about it.

It's not there just to pad out our own reputations, it's there for other users to read before deciding to trade with us or not.
Leaving it first based purely on the payment means you can't post a warning to other users if it all goes tits-up afterwards. The next person to trade with them could also get taken for a ride and I wouldn't want that on my conscience.

I had a buyer harrass me for feedback after paying online for a very low value item because they were trying to get enough feedback to be able to use Dutch BIN auctions on eBay.
I checked everything they were bidding on and no item cost more than a quid. They weren't buying because they wanted the items, they wanted the feedback and were prepared to pay for it. I didn't leave it because it made me feel uneasy but kept an eye on their auctions once they started listing.
They were NARU about a fortnight later for selling dodgy software.
    Is it over yet?

You better hope it doesn't happen. If the sort of buyer I've mentioned so far gets to read it I'm sure your sales would go up but not for the right reasons.
