Best thing to do is to leave those people well alone. I would certainly not want to have anything to do with a country who comes up with this. An apology should be sufficient. Nobody was killed, nothing was stolen. I wouldn't be surprised that if all westerners working there to help decided to leave the place or refused to go in the 1st place, they would be crying out that we need to stay..... to help them!
