Can't add new subcategories. Help

I am trying to add a new subcategory under the parent category "non fiction" but after clicking the button to add it
the page refreshes like its added it but its not there. I know there is a max of 30 parent categorys but this is a subcategory I'm adding.
Why won't it work?

Because you've hit the maximum of 15 for sub-categories.
