Stating that the Daleks have been defeated so many times, that they would scuttle off and lick their wounds just isn't in their make up.

The whole point of the Daleks, is that they are so superior and will bow to no one.

The most obvious point for me, is why they don't just shoot the doctor on sight.

That's the case in a lot of things - e.g. James Bond. Why bother coming up with ingenious ways to kill someone? If you want them dead then just shoot them. Far less to go wrong.
